It is (nearly) spineless. What I like is that it stays erect all winter (unlike O. humifusa). They can handle typical zone 7 annual lows (just above 0 F) for a few hours. I was impressed that one I had survived last winter in the ground, even after a pad froze and fell off.

The ones in the pot I have far more control over since they are never exposed to winter moisture, windchills, or even extreme cold. My southside beds are essentially zone 8. I have not a low temp below 11 F on my protected south side in 17 years. So they do well in zone 7 if given a good south side protected area.
