The most coastal NWS station in CT (NWS Bridgeport) has normal Jan lows of about 23 F ....26 F lows in Feb...and 28 F lows in December. These are on lands edge at an airport.
I would think that the normal lows out there on the islands surrounded by water are somewhat close to SST (sea surface temps) in winter - which is about 37 - 43 F. So maybe average lows are in the 33 to 39 F range in January - but it's hard to say. Even if the lows were that warm, as others have said, the winds out on the water in winter are strong. I live near the beach and in winter the winds can be 30 mph stronger than inland. We had gusts to 88 - mph in Sandy, while inland areas had only 45 Mph gusts.
