Terry , my thoughts are that they are Cordylines that are either protected there every winter or are stored somewhere else every winter and planted back out in the spring . They may have tried palms but they got too beat up so they found that Cordylines handle the wind best .
It's hard for me to believe that they can live there for all those years when they don't grow big in Southeast NC and Northeast SC .
I would love to know the story on those . I hope you can find out the truth .

Here's my Cordyline that comes back from the ground every year . One mild winter the trunk survived through winter .
