FWIW, my guess is that tectona grandis is a lowland "uber tropical" and that it will likely suffer greatly (assuming it survives at all) in temps below 28-30f with only light mulch as protection. FWIW, here's what the book "the tropical look" says, "...recovers fast from temps. ABOVE 30f when older and if the subfreezing is not prolonged". BUT the only way to know for sure is for you to try. good luck and keep us posted please if you do try.
