perhaps an elaeagnus of some sort...

the leaves look rather large for euonymus japonicas and a different shade of green than for e. kiautchovicus "manhattan". OTOH, the apparently greyish green shade of leaf color MIGHT indicate elaeagnus x ebbingei or maybe e. pungens "fruitlandei" both evergreen shrubs with similar looking leaves and a naturally rather tall and broad shape. agree that the lack of close-up of the foliage makes it difficult to say for sure.

FWIW, there are some close-up pictures of (possibly) e. pungens "fruitlandei" posted on the "hardy palms in temperate zones" board by "dave in NoVa" that might be interesting to look at and compare with the ones here.
