Looks like Euonymus kiautschovicus 'Manhatten'

Looks like Euonymus kiautschovicus 'Manhatten to me, or it could be japonicus too, which is used a lot at the beaches. Some japonicus have larger leaves.
You can see some of the pink fruits/capsules, which split to reveal orange seed. A closer pic would be helpful to confirm. But I'm pretty sure it's a euonymus.
