Normal....represents the data in the length of the record.

In most cases it means from 1900 - 2015....for some NOAA temp data it means 1948 - 2015.....and for some SST data it normally means 1960 (when they started measuring SST globally) to 2015.

I think your talking about surface temps not SST temps. As far as surface temps the late 70's and SOME of the 1980's had below normal cold....but that is part of the record...the way the 1950's and 1990's (two very warm decades) are part of the record. That;s the reason they use LONG TERM data - it shows both sides of the coin.
