The islands are mild...but not that mild:
Message from Mike coastal CT
I've done the boat tour a few times over the years.
Most (not all) of the houses out on the islands are seasonal - they move in around early May, and depart in late October or so. So anything out there would likely have to fend for itself. There was a house out there a few years back that had several tracy f. growing against the wall of a house. I don't know if they survived the last two winters. A tree form cordyline might be pushing it though. I would think they would have to be wrapped.
The islands out there are mild though...they can be 20 F warmer then 50 miles inland and at elevation. Some of the islands on the north shore of Long Island also have some subtropical plant growers. There was a guy on the garden forum some years back that was growing some type of palms near the North Fork of Long Island.
